Add utf-8 encoding to file writing #7

I'm on windows and didn't change much. It works good on windows. Only thing would be the run scripts or did I miss something?

Ah I meant editing it so the readme indicates that it works on windows. Right now I think it still says Linux is the only platform it works on.
