This pull request updates and improves the setup.py routine. The major points are:

complete list of required packages with their versions
differentiate installation between using, testing, or developing the package
automatically install pre-commit hook so that in case someone once to commit some code, it is automatically tested by flake8 and fformatted by black.

As the only file that is changed is setup.py and all tests are successful if BigBang is installed using this setup.py file, it is ready to merge.
