Addressing #603

This scripts around the IETF datatracker and gets a dataframe with each author of each finalized draft of the working group.

Author metadata includes affiliation and country. Their contributions are dated.

Github actions aren't going to install the datatracker with mongodb without a lot of work. Will need to exclude these from the automated tests somehow.
