WTFcsv can't process uploaded files #380

Gives a 404 "Not Found" -- this happens with both databasic.io and civicidea.databasic.io

@rahulbot I think this is a simple bug that was introduced in the last revision because the URL is repetitive - e.g. "en/wtfcsv" is repeated - which is why it can't find the right page. Here's the full URL:
