Issues, whether open or closed, are persistent so you can bookmark them in your browser for the life of a GitHub project. You'll notice that the url is simply https://github.com/datadave/GADS9-NYC-Spring2014-Students/issues/<issue number>

I'm guessing that programmers in GitHub periodically also find that something covered in an issue might be something they want to refer to in an issue. Is there an accepted way of marking or separately storing issues that you believe may be useful as reference material?
