Document how to update Baker and Cookbook #1515

Design, DnG, Product and Engineering can contribute to either repo.

When and update is made, share it and any accompanying documentation in the #cookbook channel.

We will meet monthly as a group that includes @tatusian, @HSender-lat, @golfecholima, @joyjade, @irisslee, @seangreene, @vnessamartinez, with @jperezlatimes and @james-tyner joining when possible. We'll revisit our Baker roadmap and discuss any major developments or questions.

When and update to either repo is made, please share it and any accompanying documentation in the #cookbook channel.
