Create vagrant build for Dash environment #17

Following the instructions at https://github.com/CDLUC3/dashv2/blob/development/documentation/dash2_install.md and https://github.com/CDLUC3/dashv2, set up a vagrant/ansible build that spins up and provisions this machine on an EC2 instance.

I moved it to https://github.com/CDL-Dryad/vagrant-dryad and am working on a branch to switch the repos to the newer ones, but have not quite completed that.
