Update S3 settings for Merritt's Glacier copy

• Update lifecycle settings for existing merrrit-east bucket
• Create a new merritt-east bucket for the staging environment

The lifecycle settings for both buckets:

• Transition Current versions of objects between storage classes
• transition to S3 Glacier Flexible Retrieval
• Days after object creation - 14 days - days after creation to transition of object

The new bucket has been created as dryad-assetstore-merritt-stage-east. It has the same access permissions as dryad-assetstore-merritt-stage.

Both dryad-assetstore-merritt-stage-east and dryad-assetstore-merritt-east now have the lifecycle rules to transition content into Glacier.
