Describe the solution you'd like:

Curators would benefit from tools that automatically scan files for copyright statements, endangered species names, etc.

Additional context:

We could do copyright check with something as simple as a regex, need more info on ESI and HSI stuff to scan for with same.

[ ] make a more complete requirements document, with some of the future aspirations
[ ] Determine what tools should be used for ESI and HSI
[ ] adjust description of #3410
