Force SUNY users to select a SUNY affiliation #2559

The SUNY organization is a top-level entity, that should not generally be selected in the UI -- users should select a specific SUNY institution. This requirement is similar to the logic for selecting funders, where we force users to select a specific institute instead of the top-level "National Institutes of Health".

Related to #3486 for member association. In order to accomplish this for tenant selection, we'd need to make tenant records for each of the covered institutions under the consortium. Any objections? Any chance we can get detailed SSO information for each?

For affiliation selection this would be more simple.

@mariaguerreiro @sarahklippincott What's the status on getting all the orgs under the SUNY agreement set up with authentication methods? The SUNY tenant does not have a true connection method, so anyone from one of the consortium members that hasn't been set up yet currently has no true way to authenticate.
