Support for all journals

It would be useful to have an easy way for users to connect their dataset to any journal, not just the ones we already track in our database.

• Import all journals regularly from some source, like we do for ROR?
• Add a UI for users to confirm a new journal dynamically?

NLM/MEDLINE has a pretty extensive database of journals https://www.ncbi.nlm.nih.gov/nlmcatalog?term=currentlyindexed, might be somewhere to start
