Reviewer URL does not work #3407

Bug description: We received an email in HelpDesk about an author whose manuscript was rejected from Proc B because the reviewer URL does not work. I confirmed that the link does not work. I tried opening the link in the email that Dryad auto-generates, and could not. I tried opening it in an incognito window, and in another browser, and could not.

This is fixed. The issue was caused by the withdrawal of the submission—the site 404s sharing links when a submission has a pubstate of 'withdrawn'. Apparently starting a new version doesn't reset this pubstate.

Apparently the submitter says they withdrew the manuscript after the URL didn't work. It seems to work fine though so we'd need more info there.
