Automatically update titles to sentence case format #3622

Dryad's preferred style is that all dataset titles are in sentence case. If titles contain title case or ALL CAPS, curators need to manually edit each title.

Q: Can we automatically re-format titles that are not in sentence case? Q: How will we ensure that certain words like species names or place names are kept appropriately in title case? Curators should have the ability to modify titles (do not force sentence case)

One idea instead of modifying it outright would be to create an alert with a suggestion that the curator can import if desired and modify (to fix things like acronyms, species names, etc.)

We could even provide it to the submitter as a suggestion if they enter an all caps title (I think we already have an error preventing submission for all caps titles, actually)
