Update stagger for AAR emails

We want to update these statements to include another 1% of datasets each week, hopefully more when the curation team has more capacity.

• [ ] Simply increment the number at the end of the comparison statement in each file.
• [ ] When the staggering is done, re-enable the rspecs that were disabled in PR 1909
