Missing PPR emails

Some users are reporting that they don't receive the PPR email.

Testing:

• dev works for Ryan
• local works for Alin
• sandbox doesn't work for Ryan
• prod activity logs show email sent for datasets we've received complaints about
• prod works for Ryan

Sandbox problems are due to some of the server-level problems. This appears to be working.
