Think Frictionless for README wizard.

[ ] Laura will pull reporting to measure impact of improvements for all README case reasons over the last 18 months
[ ] Analyze cases to determine problems with a README that can be auto-detected (e.g., section missing or section too short)
[ ] Add simple validators to warn users about these problems
