Support Order States across platforms

As a platform I need to track the state of Orders (particularly in reference to Payment State and Shipment/Fulfilment State) to enable me to correctly manage Orders and Products.

I require the ability to update and Order to track status of an Order for:

• (General) Order State
• Payment State
• Fulfilment State

States will be enumerated within the DFC SKOS taxonomy Vocabulary

Acceptance Criteria

• [ ] An OrderState concept exists and is restricted to valid values from the DFC Vocabulary taxonomy
• [ ] An OrderStatus relationship between Order and OrderState can be created.
• [ ] A PaymentState concept exists and is restricted to valid values from the DFC Vocabulary taxonomy
• [ ] A PaymentStatus relationship between Order and PaymentState can be created.
• [ ] A FulfilmentState concept exists and is restricted to valid values from the DFC Vocabulary taxonomy
• [ ] A FulfilmentStatus relationship between Order and FulfilmentState can be created.
