Add script for standardizing URI's #37

Include a copy of the script used for standardizing URI's (& deprecating non-standard URI's) in this (taxonomies) repo, for future reference & to facilitate the development of a GitHub action to verify future vocabularies are adhering to the standard naming conventions.
