Make hippocrate page more consistent #77

On https://dataforgood.fr/hippocrate, some principles have details and some have none. However the UI element would lead to think all have some: image

Propositions (could be all implemented IMO):

  1. Complete all principles to have more details
  2. Adapt each principle UI element to better represent whether they have details or not.
  3. Reorganize principles by project phase image
