Provide an option to create a pull-request without enforce pull requests turned on #223

Currently you can only create branches and PRs in in GitHub/GitLab when the project level setting is turned on. It would be nice if there was an option to do this as a one off for e.g. sharing a code change, without having to turn on the project level setting.
