This add a working CI system with an (informative only for now) lint phase. It should also be ready to be used with bumpr to release versions.
Also: updated all the dependencies since installing on Circle with outdated versions was a nightmare. Tests are passing 🤞. I also cleaned up up the dependencies list, we only need the direct ones, not transitive.
