Use pyproject on udata + plugins #939

We decide not to migrate to poetry right now, since we're experiencing some issues. See comments on https://github.com/etalab/udata-front/pull/143 and https://www.notion.so/apigouv/Utilisation-de-Poetry-78e5de0158e44928b3dc9c23793a75f3

No optimal option have been found yet on udata deps. See discussions in https://github.com/etalab/udata-front/pull/161.
