Supporter les métadonnées de fréquence et couverture temporelle lors du moissonnage ODS #950

https://github.com/opendatateam/udata-ods/blob/70518b31f3832aa5c5e08341b641905a767de548/udata_ods/harvesters.py#L154 Metadata on update frequency is not harvested, and the harvester sets it to unknown every time it runs.

The ods instance on data.economie.gouv.fr has a periodicity custom metadata that seems to match our frequency, perhaps we could investigate on this?

En attente de synchro avec ODS sur le moissonnage, notamment car arrivée prochaine d'un nouvel endpoint DCAT au lieu de l'API ODS. Voir https://www.notion.so/apigouv/Suivi-am-lioration-moissonnage-ODS-808ae38447444ac88fd541af9ba65485

Won't do since we'll use the new DCAT export (supporting this metadata) instead of the dedicated ODS.
