Prioritize elements in autocomplete component for code-lists #2

For code-lists it should be possible to prioritize some elements so they appear at the beginning of the autocomplete list. E.g. "Má měnu" should provide "Česka koruna" option as first element.

The default prioritized options will be specified in the configuration of each of the OFN pipelines.

support for UI autocomplete (separator between the default values (optional styling by highlighting) and the other)
modification of the configuration model and the pipeline
creation of the configurations for the 4 OFNs
