On dev environment I found configuration:

services:
  al-sgov-server:
      SPRING_CACHE_TYPE="none"

This is not however in production environment. I consider it useless, or is it not?

@mighantos merging as I need to deploy it, but please revise the pull request anyway, i will fix any issues in subsequent PRs.
