Move Location pages to guidance section? #449

Proposal (needs agreement from Defra)

Move to guidance:

PDFs from the library e.g. http://data.gov.uk/library/uk-location-getting-started-guide-0-the-uk-implementation-of-inspire could also move to guidance as static files
