Improve Lighthouse score for services page #174

Is your feature request related to a problem? Please describe. Lighthouse recommends that lists only contain <li> elements and script supporting elements. Our lists contain divs and inputs, etc.

Describe the solution you'd like Consider refactoring to eliminate it as a "list". Or other ways to improve accessibility
