Allow having ranges when skipping rows #97

As a Publisher, I want to be able to skip many rows (eg, 100) in skip_rows property of flow.yaml using ranges (eg, 50-150) so I don't need to list all 100 row indexes.

Acceptance criteria

[ ] skipping range of rows is easy and simple
