License backend #211

Skeleton functionality for License Views. Main changes for backend in models.py migrations 0021 and 0022, manager.py and pg.py.

Hey Famien - could you update on what license views are? I'm not familiar with the idea.

Yeah, I'll remove that, this wasn't meant to actually be merged yet, just to show how I'm going about the licenses.

License Views are the sql views created for a table associated with a particular license
