DOC: add content to contributing page #166

This adds content to the contributing page.

For the moment, I link to the contributing guidelines that are located in the README. Another option could be to move the contributing guidelines into their own CONTRIBUTING.md file,

I think this is fine for now. Once things become more complicated, we can update the approach to displaying information for contributors.
