Appveyor tests stall on MacOS #241

This was already observed in DataLad core https://github.com/datalad/datalad/pull/7227 and extension template - brew fails to install things due to outdated macOS version (Catalina) still being the default. Can be resolved by specifying a macOS version; macos-monterey.
