ENH: ability customize `About` page for catalog #270

Likely via config. 1st easy step is to provide a paragraph of text. Improvement would probably be to provide markdown, which could be combined with the "readme" extractor ( see: https://github.com/datalad/datalad-catalog/issues/64)

Default about content would be About datalad-catalog.

If about content is provided via config, that could be displayed the default content e.g. About this catalog
