Add metadata code that was removed from datalad-core #62

datalad PR #7014 (https://github.com/datalad/datalad/pull/7014) removes metadata code from datalad-core. This code should be added to datalad-deprecated so that an installation of datalad-deprecated would restore the old functionality and programming environment.

Add the following commands:

[x] metadata
[x] aggregate-metadata
[x] extract-metadata
[x] search

Make the following available

[x] extractors
