Windows installer should check for existing `git` and `git-annex` #255

The windows installer does currently not check for an existing git or git.annex command, but runs the installers unconditionally.

Test for existing git and git.annex version and skip the respective installer, if it exists,

or at least:

Display an overview page where the installation of git and git-annex can be deselected
