Documentation for annex metadata and credentials #325

This needs a final go from @mih to start, but this is a skeleton anyone can contribute to. The docs should reflect an accurate view of the gooey on Tuesday

I don't yet have any content on the metadata work from @jsheunis, but I added a "stay tuned" message, so this PR is ready for review from my point of view such that the docs are more up to date on Tuesday.
