Opening the `push` command dialog requires SSH access for GIN #342

I have a dataset that happens to have a GIN sibling. Opening the push command configuration dialog requires me to unlock me SSH key, even before the dialog opens, and independently of whether I actually intend to push to that GIN sibling.
