Provide explicit release to nd-configure if it fails to determine one, specify minimal version of datalad (>= 0.10.0) for conda #174

This should address the problems for using datalad-installer on github actions in ubuntu-latest

yeap, github isn't feeling well -- stuck on checking ability to merge automatically. This PR is a "resubmitted" #173 since odd behaviors started in it.

there was also a gotcha with stuck for weeks con/tinuous fetch for datalad/git-annex which prevented download/indexing of recent 0828 git-annex release, and then I had to fix up https://datasets.datalad.org/datalad/packages/update.sh since it was not copying .exe and that lead to appveyor windows test to fail here.
