Add migration process to `README.md` #312

Add the instruction of doing DB migration to README.md. A good starting point would be the instruction given in https://github.com/datalad/datalad-registry/pull/311#issuecomment-1961647779.

Since we will automating the migration process, let instead point to user to ensure that their database marked to the current revision, a requirement for database migrations to happen.
