I don't really know why. But I realized I linked a different welcome bot than the one used in the handbook in my original issue. The handbook actually uses https://probot.github.io/apps/welcome/. I've requested permissions to install this bot for this repo. ping @mih.

Lol I didn't even notice. So it looks like the added config.yml should work, but only once the new bot is installed?
