Create a "what's new?" page #125

What about a "what's new" page that gets updated whenever we decide with content that we think is worth writing a short post about. Examples could be any significant release or interesting demo or widely applicable use case. Additionally, we could tie it to an automated newsletter. Thoughts?

echoing from matrix/chat at hangout -- I think it could be just posts from DataLad tweet line, static (so no JS /tracking goodness imposed)
