Update macOS workflows to macOS 11 #129

Our macOS workflows currently use 10.15, which GitHub will stop supporting on December 1.

Seems to fail but I also don't know if those builds would be as portable. @joeyh what do you know?

I don't know if MacOS 11 builds would happen to work on 10 or not.

I cannot find information on current relative market share (there are version fingerprinting issues). But based on previous upgrades, I guess > 50% are on version 11 by now.

@yarikoptic Ping. Current status of the macos-10.15 runner is:

The macOS 10.15 runner image has been fully unsupported since 2022-12-01 and will be completely removed by 2023-03-31. We recommend switching to macos-latest, macos-12, or macos-11.
