whenever PRs come from external clones (or could be done for any PR), on ubuntu builds do not fetch secret GPG key and add -uc -us to dpkg-buildpackage, so in effect it would become like this diff: https://github.com/datalad/git-annex/pull/135/commits/4232d4c109dc83a6a8d5b384ef9ca53051a030b5 .
