Update docker buildenv image to bookworm + tag with more tags #175

Individual commits descriptions have more information. will be merged as soon as green (hopefully push would work out -- I have pre-created https://hub.docker.com/repository/docker/datalad/buildenv-git-annex/general . Currently using jwodder's key to push and he has authority at the level of the entire org)

note: build of git-annex on ubuntu would fail since we did not have that image pushed yet!

ok, build of an image finished in 81m (snapshots is quite slow) with the result
