Fetch file-windows asset from release instead of build #87

windows tests fails are odd -- claims to fail to clone from datasets-tests . Happened before in https://github.com/datalad/git-annex/runs/3728065027?check_suite_focus=true and seems to work ok in general... in other words -- I don't think it is related to this PR changes, so let's proceed!
