Decision trees #21

First full draft of the decision tree chapter. I think it's mostly ready to go but I'm going to put this in as a draft for now and probably look over it a bit tomorrow before I merge it in.

I'm going to go ahead and merge this so students can have it after my lecture tomorrow. It's a bit rough but okay-ish for now.
