Implement modifier scaling based on the weight of the demand #12

The general idea is that we want to more heavily bias rewards and punishments for resource production and consumption towards the top weighted item, rather than treating all resource requirements equally. This should both settle the script down from randomly changing production goals and also move it towards being better able to satisfy the top need without completely neglecting all the others.
