So, we need to talk liquids. I'm lead to believe liquids will not be actors, and might be tiles. If liquids are tiles with a :liquid property, then terrain needs to keep track of them and therefore must be responsible for moving liquids in the world. This gives me a gross feeling. Loch, what are your feelings on how to handle liquids?

If I'm not mistaken, we decided to handle liquids as tiles using tile parameterization.
