Beta client for beta Seq #31

I am building a tool to deploy configuration (Signals, Dashboards, Apps) as part of an octopus deploy of an application. Cloudformation style for Seq. It would be great if this supported the beta features so we can deploy to local and dev the new features.

Thanks for the offer, much appreciated. The contracts are already written so it'll be easier to drop them in at this end. Unfortunately they're a version ahead of 4.0.28-pre and won't line up with it. A new build shouldn't be too far away though. I'll keep you posted :-)
