Update with the lastest Seq preview features #81

This makes two minor breaking changes:

Signal.TaggedProperties becomes Signal.Columns
SeqConnection.EnsureConnected() becomes EnsureConnectedAsync(), consistent with the other APIs in this project

Also:

Version prefix becomes 2020.1, in step with the versioning we'll use for the upcoming Seq release
Adds AlertStateEntity and SeqConnection.AlertStates
Adds SettingName.NewUserRoleIds
Allows app instances, feeds, and users to be created without first calling TemplateAsync()
Fix websocket shutdown on recent .NET Core versions
