Add suppression setting #9

@nblumhardt Adding a suppression setting based on seconds which optionally allows suppressing further Opsgenie alerts. This should be useful for an OpsGenie instance attached to a signal which suddenly throws a large number of alertable events.

No worries Nick. There's probably a bit more enhancement that I can think of for this but this at least gives a basic suppression.
